The licence inspection pack builds one printable pack of the records an animal activity licence inspector asks to see: the register of animals, vaccination status on arrival, health, diet and medication, the daily care log, incidents, and consents and waivers. It also gives you a record gaps summary so you can fix missing details before the visit. Owners and managers use it before a council licence inspection, a licence renewal or an unannounced visit. You make it from the Regulatory Compliance screen and download it as a PDF or open it on screen to print.
Where to find the licence inspection pack
To open the licence inspection pack, go to Regulatory Compliance in the left-hand menu and click Inspection pack at the top right of the compliance screen, next to the PDF icon. The page is called Licence inspection pack.
The licence inspection pack is included on every KennelBooker plan, with no extra charge. No setting needs to be switched on first.
Because the licence inspection pack holds every customer's name, address, phone number and email, not every staff login can open it. The account owner can always use it. A staff member can use it if their staff login is an admin login, or if it has at least one of these permissions switched on under Staff: Settings, Financial reports & Time/Attendance Admin Features or Daily operational reports. Anyone else sees a No Access page that says "You do not have access to view reports."
What the licence inspection pack does
Builds a pack for one licensable activity at a time: Boarding for dogs (kennels), Boarding for cats (cattery), Day care for dogs or Home boarding for dogs.
Covers any date range up to a year, or only the animals on site today.
Prints a cover page with your business name, address, contact details and logo, your licence number and licensing authority, the activity, the period covered, how many animals and stays it covers, when it was made and by whom, a statement of how your records are kept, and a contents list.
Quotes the licence conditions each section answers (from the DEFRA guidance for England), so the inspector can see what each page is for.
Checks every stay for missing register details and lists them in a record gaps summary.
Adds checklists and sheets for records KennelBooker doesn't hold yet, such as staff training and written procedures, so nothing is missing from the bundle.
Downloads as a PDF on sideways A4 pages with page numbers, or opens on screen in a new tab with a Print button.
How to make a licence inspection pack
Go to Regulatory Compliance and click Inspection pack.
Under Licensable activity, choose the licence you're being inspected for. If you hold more than one licence, for example dog boarding and a cattery, make one pack for each.
Under Records from / to, pick the dates. They start at the last 30 days. Any stay that overlaps the dates is included, even if it started before the from date. Tick Currently on site / today only instead to make a pack of the animals whose stay includes today. The date boxes are greyed out while it's ticked.
Type your Licence number and Licensing authority (your council). Both are printed on the cover. When the note "Remembered for next time for this activity" shows under the boxes, KennelBooker keeps them for the next pack for that activity.
Under Sections, untick anything you don't want in the pack. Every section is ticked to start with. The cover is always included.
Click Download PDF to download the pack as a file, or View on screen to open it in a new browser tab with a Print button at the top.
The PDF is named after the activity and the dates, for example licence-pack-kennels-2026-09-26-to-2026-10-26.pdf. A month of records usually takes a few seconds. A long date range for a busy business can take a little longer, so wait for the download rather than clicking again.
Sections in the licence inspection pack
The licence inspection pack prints these sections in this order. Each one can be left out by unticking it, apart from the cover.
Record gaps summary. For every stay in the period, the licence inspection pack checks microchip number, emergency contact, vet details, vaccinations in date on arrival, insurance details, date of birth or age, sex, neuter status, breed, species, owner phone, owner postal address, diet and signed waivers. For each field it shows whether that check is switched on in your compliance settings for these services, how many stays are missing it and the percentage complete. Then it lists each animal with gaps, with the owner, the dates of the stay and what's missing.
Register of animals. One line per animal per stay: name, species and breed, sex, neutered, date of birth and age on arrival, microchip, arrival and departure, booking status, booking reference, owner (name, address, phones, email), emergency contact, vet (practice, vet, phone, address), household and insurer and policy number. Household means other animals from the same owner staying at the same time. For day care there is one line per dog, listing every day it attended.
Vaccination status on arrival. Each required vaccination for each animal, with its valid-to date and its status on the day the animal arrived: In date, In date on arrival but expires during the stay, Expired on arrival, Missing, No expiry date recorded, Exempt (vet exemption) or Titre / test positive. It also shows whether a vaccination certificate is on file, and totals.
Health, diet and medication. Each animal's medication instructions (morning, noon and evening), medical notes, allergies, diet and behaviour notes, followed by care log entries that record medication being given.
Daily care log and weights. Every care log entry for these animals in the period, grouped by date and animal, with the time, the activity, the note and the member of staff. Weights recorded in the period follow.
Incidents. Incident reports for these animals in the period, plus any incidents in the period that aren't linked to an animal.
Consents and waivers. For each owner, the waivers they've signed (title, date agreed, whether a signature was captured, expiry and status) and any waivers that apply to them but aren't signed yet. It ends with a checklist of the consents your waiver wording should cover for that activity.
Cat summary cards (cattery only). One card for each cat on site on the last day of the period, with a space to write the unit number, to display by the cat's unit.
Records we don't hold yet. A staff and training table with your staff names filled in, a checklist of written procedures and your emergency plan, an overnight checks log (kennels and cattery only) and an exercise and enrichment section.
Paper fallback sheets. A blank register sheet, a blank daily care sheet and a blank medication administration log, for days when the system can't be used.
Overnight checks in the licence inspection pack
For kennels and catteries, the licence inspection pack's overnight checks log lists each night animals were on site, using the Night round on the Daily Care Log. Each saved Night round shows the time, whether the check was by CCTV or in person, who did it and how many animals were checked. Nights with no check recorded are flagged. A blank overnight checks sheet follows for nights the Night round wasn't used. The overnight checks log isn't included for day care or home boarding.
What happens after you make a licence inspection pack
Making a licence inspection pack doesn't change anything in KennelBooker. Bookings, pets, customers, invoices and reports stay exactly as they were.
The pack itself isn't saved in KennelBooker. It's built fresh from your records each time, so make it again whenever you need an up-to-date copy, and keep the PDF if you want a record of what you gave the inspector.
The only thing saved is the licence number and licensing authority, for the activity you picked, when the "Remembered for next time" note shows.
No email, SMS or push notification is sent to anyone. Pet parents don't see the licence inspection pack in the customer portal and aren't told when you make one.
KennelBooker doesn't send the pack to your council. Download it and print it, or email the PDF to the inspector yourself.
What the licence inspection pack doesn't do
The licence inspection pack doesn't fill in missing details. If the gaps summary says a microchip number is missing, add it on the pet's profile and make the pack again.
The licence inspection pack doesn't hold staff training records, written procedures, risk assessments or your emergency plan. Those sections are checklists and blank sheets for your own documents.
The licence inspection pack doesn't record worming and flea treatment dates or the date a vaccination was given. Only the vaccination's valid-to date is used.
The licence inspection pack doesn't keep a dose-by-dose medication log. It shows care log entries that mention medication, and a blank medication administration log to fill in by hand.
The licence inspection pack doesn't cover grooming, training, dog walking or other services. It covers boarding (including board and train and night care), day care and home boarding only.
The licence inspection pack only includes dogs, or cats for the cattery pack. Other animals such as rabbits are left out, and the cover gives the count of animals left out.
The licence inspection pack leaves out provisional, cancelled and incomplete bookings. Only booked, checked-in and checked-out stays are included.
The licence inspection pack can't cover more than a year in one go. Make one pack per year for a longer look-back.
The licence inspection pack doesn't combine activities. A kennel with a cattery makes two packs.
The licence inspection pack isn't translated. It's in English only.
Settings that affect the licence inspection pack
Compliance settings (Settings > Compliance): the switches that make vaccinations, insurance, emergency contact, vet and other details required for each service. In the licence inspection pack's record gaps summary, the column Required in your settings shows Yes or No from these switches. The pack still checks every field either way, because the licence register needs them all. Fields with no switch, such as neuter status, show "No switch".
Required vaccinations (your vaccination types for each pet type): the licence inspection pack's vaccination section checks the vaccinations marked as required. If none are marked required, the pack lists every vaccination on record and adds a note asking you to mark the required ones.
Waivers: the consents and waivers section uses your waivers and which bookings they apply to.
Activity types on the care log: the daily care log section shows your own activity names. Medication entries are picked out by words like med, medication, medicine, tablet, dose or pill in the activity name or note.
Business logo: if you've uploaded a logo, it's printed on the cover.
Date format: dates in the pack follow your account's date format.
Troubleshooting the licence inspection pack
I can't find the Inspection pack button
The Inspection pack button is on the Regulatory Compliance screen, at the top right next to the PDF icon. If you don't see Regulatory Compliance in the menu, check you're logged in to the kennel account rather than the customer portal.
I get a page that says "No Access" when I open the licence inspection pack
Your staff login doesn't have permission to see the licence inspection pack. Ask the account owner to switch on Settings, Financial reports & Time/Attendance Admin Features or Daily operational reports for your staff login, or to make the pack for you.
It says "Please pick both dates."
One of the date boxes is empty. Pick a from date and a to date, or tick Currently on site / today only.
It says "The 'to' date is before the 'from' date."
The dates are the wrong way round. Make the to date the same as or later than the from date.
It says "Please pick a range of a year or less. For a longer look-back, generate one pack per year."
The licence inspection pack covers up to a year at a time. Make one pack for each year you need.
My licence inspection pack is empty or has fewer animals than I expected
Check the activity and the dates. Only stays that overlap the dates are included, and only booked, checked-in and checked-out bookings. Provisional and cancelled bookings are left out. Dog boarding packs leave out cats, and the cattery pack only includes cats. Day care, home boarding and boarding are separate packs.
A vaccination shows as missing, but the customer has given us the certificate
The licence inspection pack reads the vaccination dates on the pet's profile. If the vaccination or its date hasn't been entered, the pack shows Missing or No expiry date recorded, even when a certificate has been uploaded. Add the valid-to date on the pet's vaccinations and make the pack again.
The gaps summary flags a field I don't collect
The licence inspection pack checks every field the licence register needs, whether or not it's switched on in your compliance settings. The column Required in your settings tells you which ones you currently ask for. To collect more, switch them on under Settings > Compliance.
The licence number and authority are blank every time
If the note "Remembered for next time for this activity" doesn't show under the boxes, the licence inspection pack can't remember them on your account yet, so type them in each time. They're also remembered per activity, so switching from dog boarding to cattery shows the cattery details.
Clicking Download PDF doesn't seem to do anything
A long date range can take a little while to build. Wait for the download to appear in your browser's downloads rather than clicking again. If nothing arrives after a minute, try a shorter range, or contact our support team.
View on screen didn't open
View on screen opens a new browser tab. If your browser blocked it, allow pop-ups for KennelBooker and try again.
Licence inspection pack: frequently asked questions
What records does a council inspector want to see, and does KennelBooker produce them?
Inspectors under England's animal activity licensing rules ask for a register of every animal (owner, emergency contact, vet, microchip, vaccinations and dates of stay), health and medication records, daily care and feeding records, incidents and consent forms. The KennelBooker licence inspection pack prints all of these from your bookings in one PDF, and adds checklists for records KennelBooker doesn't hold, such as staff training and written procedures.
Does the licence inspection pack cost extra?
No. The licence inspection pack is included on every KennelBooker plan at no extra cost.
Can my staff make a licence inspection pack?
Staff can make a licence inspection pack if their staff login is an admin login or has Settings, Financial reports & Time/Attendance Admin Features or Daily operational reports switched on. Other staff see a No Access page, because the pack contains every customer's contact details.
Do my customers see the licence inspection pack or get told about it?
No. The licence inspection pack is only for you and your staff. Pet parents aren't emailed or notified, and it doesn't appear in the customer portal.
Does the licence inspection pack work for catteries, day care and home boarding?
Yes. The licence inspection pack has four activities: boarding for dogs (kennels), boarding for cats (cattery), day care for dogs and home boarding for dogs. Each one includes the right bookings and animals and quotes that activity's licence conditions. The cattery pack adds cat summary cards.
We have a kennel and a cattery on one licence. Can I make one pack for both?
No. The licence inspection pack makes one pack per activity. Make a dog boarding pack and a cattery pack and give the inspector both.
Can I use the licence inspection pack if I'm in Scotland, Wales or Northern Ireland?
Yes. The licence inspection pack quotes the DEFRA guidance for England, but the register, vaccination, care and incident records are what councils across the UK ask to see. Mention to your inspector that the condition numbers refer to the English guidance.
How far back can the licence inspection pack go?
The licence inspection pack covers up to a year in one go. Licence conditions ask you to keep records for three years, so for a longer look-back make one pack for each year.
The inspector turned up unannounced. What should I print?
Open the licence inspection pack, tick Currently on site / today only and click Download PDF or View on screen. It lists the animals whose stay includes today, with their register details, vaccinations, health and care records.
Do I have to give the inspector the gaps summary?
No. The record gaps summary in the licence inspection pack is for you, to fix missing details before the visit. Fix what it lists, then untick Record gaps summary when you make the copy for the inspector.
Does making a licence inspection pack change any bookings or records?
No. The licence inspection pack only reads your records. It doesn't change bookings, pets, customers, invoices or reports, and the pack isn't stored in KennelBooker.
Can I make a licence inspection pack on my phone or tablet?
The licence inspection pack page opens on a phone or tablet browser like any other KennelBooker page. The PDF is laid out for A4 paper, so making, checking and printing it is easiest on a computer.
Does the licence inspection pack include overnight checks?
For kennels and catteries, yes. The licence inspection pack's overnight checks log shows every Night round saved on the Daily Care Log, and flags nights with animals on site but no check. There's also a blank sheet for nights the Night round wasn't used.
Does the licence inspection pack include staff training records?
Not yet. KennelBooker doesn't store training records, so the licence inspection pack prints a staff and training table with your staff names filled in and the other columns blank, for you to complete or replace with your own records.
Can I email the licence inspection pack to the council from KennelBooker?
No. Download the PDF and attach it to an email yourself, or print it. KennelBooker doesn't send the licence inspection pack anywhere.
Why is a dog missing from the licence inspection pack?
The licence inspection pack only includes booked, checked-in and checked-out stays that overlap your dates, for the activity you picked. A provisional or cancelled booking, a booking under a different service, or a pet whose type isn't a dog (or a cat for the cattery pack) won't appear.
Is the licence inspection pack in other languages?
No. The licence inspection pack and its page are in English only.
